You can whip this up for dessert, for a birthday, or for any other occasion!
Prepare the materials
You will be mostly using a steamer for this recipe. Prepare your steamer. Take three 6-inch cake pans. Line all of the pans with some parchment paper. Additionally, oil the pans. Set all of these materials aside for later.
Make the cake batter
In a large bowl, mix a tablespoon of vinegar, a cup of evaporated milk, and two cups of water. Mix well and then set aside for about five minutes.
In another large bowl, sift the dry ingredients. These include the three cups of flour, one and a half cups of cocoa powder, one tablespoon of baking soda, and half a tablespoon of baking powder.
In another bowl, whisk three eggs, a half cup of vegetable oil, a teaspoon of vanilla extract, and a quarter cup of milk. Then, take the sifted dry ingredients and gently pour them into the bowl while whisking.
Divide the batter into the cake pans. Steam the pans for at least twelve minutes each. Check for doneness and steam as necessary. Once done, remove the pans from the steamer and allow them to cool.

Take a bowl and pour in a cup and a half of butter. Whisk the butter until it becomes light and creamy. Then, take some powdered sugar and cocoa powder. Sift the powdered ingredients into the butter and then whisk it. Add vanilla extract, milk, and sugar. You can stop whisking once the mixture is light and spreadable.
Finish your cake
